IELTS assesses the complete response, not a memorised conclusion formula
Official format versus WeLearn strategy
Official format: IELTS Academic Writing Task 2 requires a connected response of at least 250 words. It does not prescribe a conclusion length, opening phrase or fixed number of sentences.
WeLearn strategy: WeLearn uses a flexible 30–50-word study target and question-sensitive closing blocks. These are planning tools, not official paragraph rules.
Answer review
Review focus: Complete the response by preserving its position and synthesising its developed reasoning.
Explained answer: Compare the conclusion with the prompt, thesis and body paragraphs. It must preserve the answer and contain no undeveloped argument, example or prediction.
The final blocks change when the instruction changes
A discussion closes two views and a judgement; direct questions close two answers. Neither can use the same formula as an opinion essay.
Restated position
Restates the same degree of agreement without copying the thesis.
Reason synthesis
Combines the two developed reasons without listing every detail.

Decide what the conclusion must preserve
Opinion: preserve the same degree of agreement
Instruction signal: To what extent do you agree or disagree?
Conclusion function: Restate the position and compress the two reasons that supported it.
Planning question: What exactly did I agree with, and which two reasons made that position convincing?
Common trap Changing from complete agreement to a balanced position in the final paragraph.
Watch one · then do four
Study one complete conclusion, then build four
First see the closing functions in context. Then make the same decisions without being given the answer.

Your IELTS-style prompt
Governments should spend more money on public transport than on new roads. To what extent do you agree or disagree?
Guided conclusion workshop
Read the essay, then close it
Introduction
A city can widen every road it has and still move fewer people than a single busy railway line.Whether public funds are better directed towards buses and trains than towards new road capacity has become a central question of urban policy.I strongly agree that public transport deserves the larger share, both because it carries far more passengers per square metre of city and because it widens access to work, study and healthcare.
Body 1
Public transport deserves greater investment because it can move large numbers of people without consuming as much urban space as private cars.A reliable bus or rail network reduces the need for every commuter to occupy a separate vehicle. As more travellers share the same corridor, cities can use limited land for housing, pavements and public areas instead of continually widening roads. For instance, adding frequent buses to an overcrowded route can increase its capacity without demolishing nearby buildings for extra lanes.Transport spending should therefore prioritise shared systems when urban space is limited.
Body 2
Public transport investment also gives more residents reliable access to essential opportunities.Unlike new roads, shared networks serve people who cannot drive because of age, income or disability. This broader access can connect whole communities to employment, education and healthcare.A frequent bus route to an industrial district, for example, can make available jobs reachable without a private car.Public transport therefore deserves priority not only for efficiency but also for social access.

Frequently asked questions
Close the answer without making it mechanical
How long should the conclusion be?
IELTS sets no paragraph limit. WeLearn uses about 30–50 words as a flexible study target inside a complete response of at least 250 words.
Must it begin with “In conclusion”?
No. A clear closing signal can help, but accurate synthesis and a consistent answer matter more than one memorised phrase.
Can I add a recommendation?
Only when it follows directly from reasoning already developed. Do not introduce a new policy, example or prediction in the conclusion.
Should I repeat my thesis?
Restate the same answer with fresh language. Copying the introduction wastes words; changing the position creates inconsistency.
