A venue agreement is not required. Close only when both people can repeat:
- The maximum shared budget and what money is outside it.
- Why the rooftop deposit will or will not be paid tonight.
- What happens to the food automatic payment.
- Who releases the rooftop and when the guests receive a confirmed new plan.
Success: You admitted the incomplete estimate, named required costs and did not blame your friend. You stayed under your maximum. Even without venue agreement, you closed the reservation and guest-message actions.
